Nice post. I wonder of some of it isn’t the present state of the economy. HR departments are looking to save wherever they can so the argument for higher salaries, no matter how rational, falls upon deaf ears.

You are a 100% right – there is an issue with HR, financing and DBA shortage.But how DBA worth? Exactly as much as he or she can sell.
I have went through it quite recently and almost every single interview had this – “You are too much expensive for us” feeling, which in fact means – “It is too much hassle for us to go to the big boss and ask for extra budget”.
But – if you able to turn it into “Do you know how much you going to lose money/time/reputation/clients from downtime because of the inexperienced DB guy and will it that extra 20/30/40K annually to my salary?” – you win. It’s not a question “How much DBA cost” now, it is “How much we can pay him for a qualified service”
